So with regard to gender fluidity, Loki has done things in the past that are outside normal male gender roles, but he gets insulted for it and is viewed as a man who has done unmanly things. Which is why it's all the more interesting that their gods do it every once in a while. But breaking gender roles was really taboo. For example, women were allowed to be warriors and men weren't supposed to do Seiðr magic. One thing to keep in mind is that Norse gender roles were not exactly the same as modern gender roles. In fact, IIRC, there's some evidence that you could be executed for falsely accusing someone of being argr. Suffice it to say you can think of it as meaning "unmanly" and it was pretty much the worst thing you could be accused of if you were a man in Norse society. However, in doing so, they are not revealing each other's gender fluidity, they are accusing each other of being "argr" which is a term I won't go into too deeply. It is worth pointing out that, in Lokasenna, Oðinn and Loki both accuse each other of doing things that were outside acceptable gender roles for Norse men, and this may be part of where that idea comes from.
